The Prosecutor General’s Office (Procuradoria-Geral da República/PGR) is the highest body of the Public Prosecution Service (Ministério Público) and it comprises the Prosecutor General (Procurador-Geral da República), as its President, the High Council of the Public Prosecution Service (Conselho Superior do Ministério Público), the Consultative Council of the Prosecutor General’s Office (Conselho Consultivo da Procuradoria-Geral da República), the Legal Auditors and the Technical and Administrative Support Services, the Statute of the Public Prosecution Service.

The Public Prosecution Service did not have a website that allowed to communicate with the citizen, and used the PGR's website. The PGR website had some issues, regarding content management, corporate data access, citizen relationship management, the possibility of building complex applications with the speed of light. Thus the challenge of the JAVALI in collaboration with the PGR’s Department design the new Public Prosecution Service’s portal.

In this portal it was necessary to have a change in the field of corporate image, organization of information, as well as the creation of an internal platform that allowed the sharing of information inside the Public Prosecution Service. 

About the project

The new Public Prosecution Service’s Portal now has a modern, functional design, based on simple and acessible user-experiênce. The shared content contains powerful information in such crucial areas as the “Family and Minors” (questions about parental responsibilities in case of divorce, adoption processes and protection of children at risk) and labor issues. With emphasis on important areas such as “Anonymous Denunciation”, this being one of the areas that Joana Marques Vidal, Prosecutor General (Procuradora-geral da República), admits that with greater visibility of this portal, and through it can facilitate and increase this type of participation, by the citizens, which until today could only be done on the PGR’s website.

Thus It was possible to gather in a single portal the contents that until today were dispersed as it is the case of the contents of the pages of the PGR and the district Prosecutor General’s Offices in Coimbra and Évora, which will also have their own spaces, as well as the main news and updates of the 23 District Prosecutor, the various Departments of Investigation and Criminal Action (Departamento de Investigação de Acção penal - DIAP) in the district and the Ministério Público before the Supreme Courts, among other accessibilities.

Why Drupal was chosen

In order to fulfill all the requirements and objectives, Drupal was an obvious choice for the JAVALI team and the PGR team, used for the development and implementation of the new Portal of Ministério Público:

  • With the power of open source allowed to be easily audited in order to guarantee all the security requirements pertinent to the Ministério Público;

  • Cost reduction in software licensing;

  • It allowed the rapid development of new features and taxonomies, which supported the “single face of government” goal, to provide the same look and feel and standard experience across all of the PGR’s web properties;

  • The same content can be referenced in several sites, thus minimizing the duplication of information guaranteed to be easy to update, as well as segmentation in content management;

  • It allowed integration with other platforms of the Public Prosecution Service in order to obtain the PGD’s legislative Database Management. Also sections have been created, such as press releases, legislation, areas of action of the MP, among others that allow to share the powers of Ministério Público;

  • Several areas have been created, such as the Procuradoria Geral da República’s agenda, which allow the citizen to see the various events planned;

  • Finally with Drupal it was possible to give full autonomy to the team that coordinates the Public Prosecution Service portal to edit, create content and micro-sites.
