Organizations Involved

The Municipal Council is the collegial executive body of the municipalities of Portugal, and its attributions, competencies and form of election are provided for in Law 169/99 of 18 September.

The Municipal Council of Cascais is made up of a president and ten councilors. The municipality is limited to the north by the municipality of Sintra and to the east by Oeiras and to the south and to the west it has coast in the Atlantic Ocean, in the famous Coast of Estoril.

Faced with the commitment and duty to be closer to the citizens, to shorten the distance between electors and voters, to arrive at the problems faster and even more quickly to the solutions that arise the challenge to renew the C.M. de Cascais website.

Some of the proposed objectives and functions to develop were image renewal, versatility, dynamism, variety of multimedia content with several related information including new online services.

About the project

It was remarkable the relationship of proximity that was established between the citizens and the services of the municipality. Not only through integration with social networks, especially Facebook, which has become an excellent communication vehicle with more than 10 thousand fans, but also achieved with this renovation a practical and functional website with a modern and suitable design for the municipality of Cascais.

When Cascais City Council bet on the creation of its new portal (www.cascais.pt) in 2012, JAVALI was the company chosen for its implementation. Since then our partners have been in the technical and evolutionary maintenance of the portal, responding in full to the needs of a project that we know innovative and creative.

Why Drupal was chosen

There have been some strong reasons to choose Drupal to power this platform, which allows all basic functionality (content management) to be ensured:

  • In what concerns information management, this project stands out for the easy relation between the various contents, the possibility of inserting multimedia content such as videos, pictures, galleries and attaching banners as well as informative blocks, menus and more;
  • "AAA" Accessibility Levels, according to the Accessibility Success Criteria, according to the W3C guidelines, WCAG 2.0 Directive, 
  • Usability, which is the ability to improve user experience, User-friendly;
  • SEO (seach engine optimization) - site search optimization leading to searchable search, higher number of visits, lower bounce rate, higher number of pages per visit;
  • ”Drag and Drop” system;
  • Responsive Design: so that all content can be presented in an appealing and target-group oriented manner on mobile devices; - Newsletter created based on content generated on the site;
  • About 40 templates / types of contents with specifics;
  • Integration within social networks, including Facebook, Twitter and Linkedin, has also been established;
  • Integrations with external tools using webservices, RSSs and other mechanisms;
  • Single-sign-on mechanisms have also been developed that allow other vendors to use Drupal as an identity provider;
  • Calendar with multiple views;
  • Integration with the Portal of Services / Cascais Shop;
  • Development of microsites, with the possibility of having more, such as “Museum Quarter/Bairro dos Museus” (http://bairrodosmuseus.cascais.pt) and “Cascais Culture/Cultura de Cascais” (cultura.cascais.pt) in Drupal with an innovative design and integration of both with the portal https://www.cascais.pt/.

Over time, in collaboration with the Câmara de Cascais’s communication department , was created and maintained its institutional site as well as software development services and corrective / evolutionary maintenance of various computer systems (https://www.cascais.pt; http://bairrodosmuseus.cascais.pt e APP Agenda de cascais).
