The Ministry of National Defense (Ministério da Defesa Nacional) is the governing department of the Portuguese central administration whose mission is to formulate, conduct, execute and evaluate the national defense policy within the scope of the powers conferred upon it by the National Defense Law, as well as to ensure and supervise the administration of the Armed Forces and other services, bodies, entities and structures integrated into it.
The constitutional revision of 1997 ended the obligation of military service, and a new Military Service Law was approved, which established the provision of military service, based exclusively on a new model of peacetime volunteering and contract. This measure, with some military displeasure with other factors such as pay and career, has caused a very high deficit in the Armed Forces over the years.
According to a study coordinated by the Ministry of National Defense (Ministério da Defesa Nacional), and carried out under the sociodemographic characteristics of the military Portuguese on voluntary basis or contract and your motivation to join the FA, it was found that their satisfaction levels were very low as to the career path.
With the identification of the unsustainable situation that has been felt over the years, the Government together with the Armed Forces have launched an action plan for professionalization, in which one of the urgent measures to be implemented would be a more effective form of communication in support of recruitment to recruit more and better, to retain more time, and to qualify young people for military service when there is a vocation crisis.
Thus the General Directorate of Resources of National Defense (Direção-Geral de Recursos da Defesa Nacional) proposed to the Javali the design and development of a portal based on the dissemination of the benefits of the Military Recruitment (in the areas of the Army, Air Force and Navy), such as: offer a more solid and structured for young people joining the ranks of the Armed Forces; identify concrete and realistic goals that make it possible to enhance the military career and make it attractive; aggregate recruitment information in a personalized manner according to the user, not assuming a priori knowledge of any of the branches.
This project aims to bring the Armed Forces closer to civil society through a new communication tool with young people. In the recruitment effort, the Ministry of National Defense also expects to increase the presence of women to 15%, which also corresponds to the growing demands of international missions.
About the project
The collaboration between DGRDN and JAVALI was crucial for the development of this project, as the final result was an urgent tool communication in support of recruitment, as part of the action plan for professionalization, launched in April, whereby the Government and the Armed Forces are tasked with meeting the challenge of recruiting more and better, retaining more time, and to qualify young people for military service when there is a vocation crisis.
The new Military Recruitment Portal now features a modern, functional,simple and intuitive design, aggregates all information regarding recruitment in the Armed Forces - Navy, Army and Air Force, and offers the information in a personalized manner according to the user. This site simplifies access to information by not presupposing a priori knowledge of any of the branches or the Armed Forces in general to find vacancies that fit the profile of the potential interested.

The contents provided also contain a number of useful information, namely in such important areas, which include the Military Recruitment, such as the Military Being, the Military Professions and Recruitment, where the interested have at their disposal various content with information, images and videos about the “Military Service Model”, “Institutional Films”, “Incentive Systems”, the “Role of Women in the Armed Forces” (in the Navy, Army and Air Force) as well as up-to-date information on “Open Competitions”, “Career and Remuneration”, “Conditions of Admission and Application Phases”, “Recruitment Centers and Training Units”. All this information available to citizens is intended to dispel the preconceived notion that military life is very hard and based on physical effort and to reach young people by fully disclosing the possibilities of entering into a more solid, structured and professional career, more attractive, as well as make known the various professions in the Armed Forces.
The DGRDN appreciates the commitment and professionalism shown by the Javali team, who have always sought to use their technical expertise to meet the demands of this Directorate General in the development of the Military Recruitment Portal. The Portal required the implementation of many custom-made solutions. made to allow future scalability of the project, and Javali was always available to advise on the best solutions. We highlight Javali's continued willingness to make changes during the project, and the fact that they provide basic training on how to manage their project. Above all, it is a team that is very easy to work with, which allows you to streamline processes.

Why Drupal was chosen
This project was developed by JAVALI, which equipped with a vast know-how in the area, has a team of web designers and analysts who are moved for their passion for agile development and innovation, Drupal, the open source web content manager (CMS) that ensures best development practices and scalability, used their tool of choice to ensure that key design measures of a portal were applied, such as:
- Content accessibility, where it achieved the AAA level (maximum level) of the Web Content Accessibility Guidelines (WCAG) 2.0 of the World Wide Web Consortium (W3C);
- Usability being an intuitive and user-friendly portal;
- Code standards having been used the latest W3C code formats which allow for constant technical updating;
- The multiplatform or responsive web design that facilitates reading and browsing regardless of the type of equipment they use to access the internet (PC, tablets and smartphones), the speed of connection and the special needs of some citizens;
- Interoperability and open standards, in compliance with article 2/2018, of 5 January, of the Council of Ministers Resolution revising the National Regulation on Digital Interoperability (RNID);
- Security with data privacy (RGPD) and its performance;
- Search engines (SEO);
- The creation of a tailor-made portal designed by the Directorate-General for National Defense Resources, ensuring a unique, integrated and harmonized image of the Armed Forces;
- Being open source allows it to be easily audited to ensure all security requirements;
- No licensing costs; Characterized by robustness and modular flexibility, scalable to future features, ensuring the use / evolution of existing modules;
- It allowed the creation of multiple types of content and taxonomies to ensure the proper presentation of the various elements, as well as the uniformity of presentation;
- Finally with Drupal it was possible to give full autonomy to the team that coordinates the Recruitment portal being intuitive in the creation and editing of content.
