Patches for Permissions by Terms, deGov and nrwGOV and the community on Drupal.org
The NRW Public Procurement Portal is the central contact point for all information on public procurement in the state of North Rhine-Westphalia (NRW).
Via the portal, municipalities and companies can publish their own announcements.
It also offers the possibility of exchanging documents for review procedures between the public procurement tribunals, the OLG Senate of Cologne and public procurement offices.
About the project
The main goal of the project was the relaunch of the old Drupal 7 based portal to Drupal 8 with the Drupal distribution nrwGOV. At the same time the old functionality of the site was to be extended with new features. By porting the old "publishing client" and rebuilding the target group areas, companies and local authorities should have the possibility to inform themselves about past tenders.
On the basis of the development of the review module, a tool was delivered to the awarding chambers with which the exchange of award files by post is no longer necessary and individual awarding bodies can transfer files simply, barrier-free and legally compliant directly from awarding platforms.
This considerably reduces the bureaucratic workload for local authorities and companies, and the awarding chamber is given up-to-date access to the digital files.
The Public Procurement Archive provides interested suppliers of services and products with a contact point where they can search for previous public procurement procedures, competitors and potential customers.
Why Drupal was chosen
The NRW Public Procurement Portal was developed using the distributions deGov and nrwGOV, the CMS designed for the state of North Rhine-Westphalia.
It offers interested municipalities and employees of the state as well as companies a contact point for all information concerning the public procurement system of the state of North Rhine-Westphalia.
The portal was developed with different information for municipalities, state and business representatives based on target groups. The Drupal module "Permission by Terms" is used to map the various target group contents.
The project had a total of 4 objectives:
1. porting the old procurement portal from Drupal 7 to Drupal 8
2. porting the publishing client to Drupal 8
3. developing a data exchange platform for review procedures
4. archive and search function for award procedures in NRW
The implementation of these goals has already been demonstrated in parts by the award portal of the State of Brandenburg.
