Our deep expertise in Drupal together with our extensive experience with large decentralized content platforms led the National Office for the Judiciary (OBH) to select us for modernizing the digital presence of Hungary’s 26 regional courts. At first, every court operated its individual outdated Drupal 7 website. The system provided flexibility yet produced major disadvantages through its high maintenance expenses combined with user experience inconsistencies and extensive operational costs for security updates. The task required us to evaluate the current situation then develop a strategic plan for these platforms' future direction.
About the project
We began execution by synchronizing all stakeholders and establishing project scope before moving into execution through three fundamental pillars.
- The team developed new design elements with components that delivered modern aesthetics and consistent design while maintaining court-specific information requirements.
- A substantial work effort focused on transferring and optimizing all content from the regional sites into the combined birosag.hu system to maintain accessibility and relevance.
- The project required complex permissions management. The new system needed to support a broader number of editors together with various content types and maintain strict access control and editorial workflows. The system implemented a strong role-based access control mechanism to achieve this objective safely.

The central issue was whether each court should operate its own individual Drupal site with its associated complexities or merge under the main birosag.hu portal.
We recommended full integration into birosag.hu. Why? The solution delivered major long-term benefits through centralized maintenance combined with a unified brand experience and reduced costs while improving usability for administrators and visitors.
The recommended solution triggered an extensive discovery along with planning activities. We spent multiple months in partnership with 26 court stakeholders throughout the process. The UX/UI consultants performed user interviews and content analysis to determine which system elements should be kept or replaced during the new system development.
