Bug fixes

These release notes include changes to both Config Enforce and Config Enforce Devel.

Bug fixes

• [#3559287] - Fixed enforce by default interfering with some AJAX forms
• [#3518869] - Fixed enforce by default clobbering enforcement settings of dependencies

Also to note, we have now merged in development of Config Enforce Devel into the Config Enforce repository, and we will be consolidating into one issue queue in the near future.
