Secret file system changes

Changes related to https://www.drupal.org/node/3443080

• Revert secret file system for content attachments, to en sure links to these files still work
• Decode filepath for cached secret file requests to ensure it matches the correct file on disk. More info here
• Inline images through CKEditor were converted to secret file system in the file_managed table, revert it. More info here
