Why Drupal was chosen
Drupal was choosen for its ability to handle massive amounts of content arranged in multiple groups, each with individual group access permissions.
In addition out of the box modules for LDAP integration, complex content creation and the excellent Drupal template engine was in favour for choosing Drupal.
