The Federal Communications Commission (FCC) regulates interstate and international communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia and U.S. territories. An independent U.S. government agency overseen by Congress, the Commission is the federal agency responsible for implementing and enforcing America’s communications law and regulations.
The FCC intranet site supports daily work by providing information regarding policies, contact information, documentation, forms, news, etc. The prior intranet was due for a modernization- the content was outdated, abandoned, and not organized with an information architecture. The visual design was inconsistent, existing technical implementations were outdated, and users had to work with HTML code to make modifications.
About the project
The team modernized the FCC intranet by building a fresh, user-friendly site in Drupal 9. The previous site was coded in HTML; the switch to Drupal CMS ensured that the intranet would be up-to-date and remain supported in the long-term. We designed the FCC intranet user interface while adhering to the FCC public facing site style guide. The team designed page templates and content blocks so that FCC content managers can easily add, edit, and remove content. We also provided training by creating tutorials on how to navigate the page builder and utilize the content blocks.

Results
- Delivered in Drupal 9, bypassing Drupal 8
- User interface design is clean, modern, and consistent with FCC public facing site
- Enhanced user experience through organized information architecture
- Easy to use (drag and drop) page builder for FCC content managers
Why Drupal was chosen
Drupal has become a common tool for managing company intranets because many of the features required by an intranet are built into Drupal's core. In addition, many community contributed modules make building an intranet faster and easier. Since FCC.GOV is also powered by Drupal, it made a lot of sense to build the intranet in Drupal as well to take advantage of the existing skill sets.
Technical Specifications
Drupal version:
We chose modules that would help specifically with features and functionality of an Intranet and ways to make managing content easier for non-technical people.
