Portugal's Bank (Banco de Portugal) is the central bank of the Portuguese Republic. It is responsible for regulating, supervising and promoting the smooth operation of payment systems, managing the country's external assets and acting as an intermediary for monetary relations. State, as well as advising the Government on economic and financial matters. It is up to this bank the collection and compilation of monetary, financial, foreign exchange and balance of payments.
Its institutional site featured a dated and misaligned design, layout and information architecture regarding new trends in communication and usability in digital channels. This obsolescence conditions the effectiveness of central bank of Portugal's communication, which has on its institutional website one of its main vehicles of communication. Allied to this need, the development of the new portals is also underway: the Money Museum and the Statistics portal, two strong entities in this sector, which meant that, in the short term, the renewal of the central bank of Portugal portal was essential. This project has to be articulated with the other two to ensure an integrated and cohesive institutional communication of the banking sector.
About the project
The project was launched, integrating the 170th anniversary celebrations of the Institution, with the final result being complete overhaul of the banking regulator's institutional website, including the complete redefinition of the information architecture and the renewal of the graphic image. This renewal enables central bank of Portugal to communicate more proactively with its target audiences, contributing to the achievement of the objectives set out in its Strategic Plan.
This project includes best practices and content accessibility (WCAG), solution usability (UX), security and data privacy (RGPD), so that the end result would be a portal with a more modern, functional and responsible by providing citizens with greater ease in searching for information and content, as well as being able to access content through other devices and share the information provided by central bank of Portugal through social networks. Finally, full autonomy was granted to the responsible department of Portugal's bank to manage and administer the portal.

Why Drupal was chosen
In accordance with the conditions and requirements required by central bank of Portugal, the partnership between Novabase and JAVALI, was contemplated in the various project phases (analysis and design, implementation, testing, rollout and post support) and using Drupal it was possible:
- Responsive Web Design: adapting the portal for viewing on multiple devices;
- Customizable top menu and also configurable to include the ability to change its behavior when scrolling down (always fixed, fixed but changing main functions and just searching). This menu menu is represented by customizable icons / graphics;
- End-of-page menu, where the various portal menus and submenus are displayed, allowing the user to expand / collapse the various options within the bottom-of-menu (whenever the number of menu items warrant);
- Card Layout: various layouts for providing information such as text and image page, announcement page and publication pages;
- Many types of content such as forms, surveys, lists, simulators, converters, infographics, charts, grids and lists with centralized information repository, maps, audio-visual resources, events, publications, studies and other document and hyperlinks;
- Creation of the Banco de Portugal Agenda: organization and participation of events and timing of publications and updates of the Economic Indicators;
- Allows sharing of all portal pages on Social Networks;
- Manage Alert Subscription List: management of alerts (mailing lists). Configurable list by areas, by language and by content. Submission must be on request and the channel manager will be able to select the content on which to send the alert;
- Authentication systems to access reserved content, such as: company area; maps of LUR, BCB and CRC, working groups (eg FMI, DEE Bank staff abroad) for making available and recording information;
- Backoffice users migration from the old site to the new bank of portugal site: migration and importation of all users and currently configured access profiles, to automatically import these users;
- Elimination of redundancies with other digital channels of Banco de Portugal;
- Bilingual: Content available in Portuguese and English.
