To gain insight into the housing plans, to be able to assess them, to be able to manage the construction of sufficient and correct homes and for good spatial planning, it is important that reliable information is available about the planning capacity (housing plans) in North Holland. The Province of North Holland and the Amsterdam Metropolitan Area both make extensive use of this information and therefore work together as clients for the Plan Capacity Monitor to ensure that this data is collected in a reliable manner via the Plan Capacity Monitor. The Ministry of the Interior and Kingdom Relations (BZK) asks them every six months to provide data on planning capacity. They get that data from this monitor. Other parties, including construction parties, housing associations and energy suppliers also use the data from the Planning Capacity Monitor.
This data has been collected via the website www.plancapacity.nl for about 16 years. The website was outdated and needed to be completely rebuilt, because:
- in recent years more and more has been added and the website grew out of its intended structure. In addition, the website was built with the technology available at the time. Specialist knowledge to maintain and manage the current website was becoming less and less available in the market. This made it vulnerable and ultimately more expensive to continue the website in its current state. New technology makes it possible to make maintenance, management and adjustment of the website easier. A new structure and set-up of the website was therefore necessary.
- there is also a need for a website that is accessible and easy to use via various devices and platforms (phone, tablet).
- more and more users want to easily download, upload and link the data to their own monitoring systems. A user-friendly and secure website is essential for collecting reliable data because it depends on the willingness of municipalities to input data.
About the project
- A new, user-friendly, (partially) public website for municipalities and provinces to enter and consult public and confidential data on housing plans. For other interested parties, the website is only available for consulting the public data;
- Ongoing maintenance of the website;
- Monitoring (collection) of and reporting on (delivery of) plan capacity data (at least annually and depending on the user, a higher frequency);
- Delivering and updating the data throughout the year, incl. helpdesk for users;
- Quarterly reference files for supplying data to third parties;
- Delivery of training material and user documentation.
Why Drupal was chosen
Drupal was chosen because of its solid CMS back-end and API capabilities. It is implemented as a headless CMS and contains a React based front-end. The API not only facilitates the front-end, it also serves housing data for interested parties.
The Drupal choice is also in line with government stipulations towards the use of open source.
